BEE 13 Require ASTM-Compliant Powered Safety Covers for In-Ground Pools
Require that pool safety covers for in-ground and larger storable aftermarket pools are powered and comply with the ASTM F1346-91 Performance and Labeling Standard for the safety device.

Anticipated Impact:
Increased participation in national and regional water safety conferences and trade shows.
Evidence:
When pool covers are required or listed as an option as part of a law they always require the ASTM F1346-91 product type.
Additionally, the ASTM F1346-91 product type is listed as an acceptable option in the ISPSC.

Populations whose risk of drowning decreases the most with the implementation of this recommendation may have one or more of the following characteristics:
- Children 1-4 years of age
GAP Recommendation:
More research on the effectiveness of barriers laws to show that when laws are passed, overtime, drowning incidents decrease. Universal, model, best practice legislation should be created to be used in whole or in part by stakeholders and ultimately legislators. Also creation of all the back up materials to support the model law.
